The Macon County Law Enforcement Training Center (MCLETC)
The MCLETC is an Illinois Law Enforcement Training & Standards Board facility, operated by Richland Community College. We take pride in training professionals through education and practical application. The staff and instructors are some of the finest in this state and nation.
The concept of building a premier training facility in Central Illinois began in the summer of 2016. Through the initiative and generosity of the Howard G. Buffett Foundation, this concept became a reality. The MCLETC opened its doors on September 20, 2017, and started its first training course on October 2, 2017.
The MCLETC is a state certified Basic Law Enforcement and Basic Corrections training academy. Our philosophy is geared towards a suitable learning environment, while maintaining a disciplinary atmosphere. Recruits/Cadets will be challenged inside and outside the classroom. We demand commitment, self-motivation, and effort. This can be summed up in our core values: Public Service, Respect, Integrity, Discipline and Excellence. We take P.R.I.D.E. in training professionals through education and practical application. The MCLETC’s mission is to prepare you to be the best law enforcement and/or correctional officer possible.

Project Read Plus
Our Mission: To help adults improve their reading and math skills through individualized tutoring.
Our Services: We offer free, one-on-one tutoring in reading and math to adults age 17 and older who are not currently enrolled in high school.
The adults who come to Project Read Plus want to change their lives. In order to transition into new programs and positions, they first must improve their literacy skills. Our students’ goals often include the following:
- getting a GED
- enrolling in a vocational training program
- taking college classes
- getting a job (or a better job)
- reading to their children
- helping their children succeed in school
Above all, these motivated adults want to expand their opportunities, provide for their families, and contribute to the community in new and meaningful ways. Through our free, one-on-one tutoring, we provide the tools our students need to gain independence and reach their goals.

Progress City USA
Progress City USA is an outdoor convention center with roads, parking, underground electricity, telephone lines and drainage. It has four sets of permanent heated and air-conditioned restrooms. It is located in Decatur, Illinois, adjacent to Richland Community College which has seminar rooms that are available for use in conjunction with site events.

Heartland Technical Academy
Welcome to the Heartland Technical Academy! The Tech Academy provides career exploration and training to approximately 600 high school juniors and seniors in 15 program areas. We serve students from 15 high schools representing Decatur and the surrounding areas.
Students who experience the Tech Academy have an opportunity to learn specific technical skills as well as proper employment behaviors and positive work ethic characteristics. Students at the Tech Academy have access to a technology-enriched curriculum, taught by a highly competent staff, using state of the art equipment. Nearly all of our programs offer college credit through Richland Community College.
Heartland Technical Academy is dedicated to providing quality, hands-on educational experiences that build technical skills and instill work ethics that prepare students for college and career success. The administration and staff of the Tech Academy are committed to providing ways for students to transition successfully into education and career opportunities after high school. To meet this commitment we will:
- Create challenging, dynamic programs of study that will bring the classroom, workplace, and community together for the benefit of the students.
- Provide relevant curriculum and appropriate resources to meet the needs of our diverse student population.
- Continuously improve teaching and technology, while creating partnerships to benefit students.

Macon County Soil and Water Conservation District
In December 2002, the Macon County Soil and Water Conservation District (MCSWCD) dedicated its new Conservation Center building located on the Richland Community College grounds. This partnership between a community college and Soil and Water Conservation District is the second in the nation. The building houses the offices of the Soil and Water Conservation District and the USDA. The MCSWCD is dedicated to improving lake Decatur Watershed and the economic prosperity of Macon County while improving the environment and habitat for wildlife.
